God created the family (Genesis 1:22-24) – the first institution in the Bible. God himself is a defender of families. Our culture in America has moved farther and farther away from a place of respect for and valuing of strong two-parent families. Congress certainly cannot legislate strong family values but can ensure that policies and legislation do not adversely affect the strength of the family unit.
